Man charged with rape of girl, 12

A Red Level resident currently serving in the U.S. Navy was jailed Monday after confessing he raped and sodomized a girl under the age of 12.

Sheriff Dennis Meeks said 19-year-old Robert Joseph Boswell is now charged with first-degree rape and first-degree sodomy – both Class “A” felonies.

“A report was filed with the Covington County Sheriff’s Office on Jan. 28, 2007, alleging Boswell had sexual contact with a child under 12,” Meeks said. “It took this long to get him here since he is in the Navy and stationed on the U.S.S. Enterprise in Norfolk, Va.”

Meeks said the investigation, which was headed by Investigator Greg Jackson, “demonstrated that Boswell did indeed have unlawful and inappropriate sexual contact with the female minor child” and ended when Boswell confessed.

While he is charged with crimes locally, Meeks said there is a high probability Boswell will face additional charges after the case is presented to the next grand jury, and could also face military charges.

“Those additional charges will be for exposing a minor child to pornographic material,” he said. “Boswell took leave (from the Navy) to facilitate this interview rather than face the consequences through the Navy’s chain of command; however, the military will make their determination in whether or not they will charge him with violations of the Uniform Code of Military Justice.

“For us, it is unknown if the offense occurred prior to his being activated,” he said.

Boswell has been released on a $60,000 bond. Meeks said Boswell does not have any contact with the minor child, who is currently in a safe environment.

I really wish for the life of me, that I could understand why small innocent children are chosen to be victims for such senseless inhuman acts?? You cant tell me that there are not plenty of girls/women (18 yrs. of age or older)that are available?? I have one word for someone of this caliber- SICKO!!!

They let him out on $60,000 bond, and "that child" is in a safe place. BUT what about any other child that may happen to be around him??? and he knows hes facing prison, probably years.
I dont think he should be walking around free for the chance to hurt another innocent child.
Thats how all these poor children are ending up on Nancy Grace.

it's a shame that his bond was so low . if he had been using drugs his bond would have been three times that . where is the justice in that ? is awful to think that people who have fallen into addiction an who just needs help are treated worse than the people who rape our children......drug offenders usually have bonds that they can't make .why is it different for these sex offenders ?they are allowed low bonds an get right out. what is that saying ? that are kids are not as important as catching some pot smoker. its insane to think but let it be known that our prisons are over crowed with drug offenders right now. as it stands they get more time than the people hurting our kids..what is that saying about us as a whole?i think its time to stop an look at our system of justice an see where its failing our children. im a child of sexual abuse an the justice system failed me. i grew up an became an addict to relieve myself of child hood pain . it was my escape from the awful reality i lived in .an then as an adult the system failed me again instead of helping me save myself they inprisoned me for five years...i saw lots of sex offenders get less time than me an the only person i hurt was myself....due to someone like that hurting me over an over as a child ... im the product of sexual abuse me the addict that you so do not help... today im clean an sober no thanks to our system... i have my life back.but i live in constant fear that this will happen to my children or someone else an that they will do as i done an turn to drugs to kill the pain.....i pray it never happens to anyone else but if we keep allowing our system to slap their hands an let them go like they have been for years it surely won't stop

Okay, not that I don't HATE child abusers, sexual or otherwise, but if this 19 year old supposedly did this act in January 07, would that not have made him a minor at the time as well....he would have been 17....granted it's WRONG in any sense of the word, but I just noticed the age.....I think the bonds should be set really, really, high, or better yet, NO BOND, for offenders of this nature. The children are not safe from this now, nor will they ever be. The point of the matter is that you must keep your children within your site 24-7 or risk something happening to them, drugs, etc.

WHY ISNT HIS PHOTO PLASTERED IN THE PAPER? YOU PUT EVERYONE ELSE THAT HAS EVER BEEN ARRESTED FOR SUCH IN HERE!! SHOW US A FACE TO GO ALONG WITH THE CRIME!!

ONE THING THAT IS GOING FOR US THE PEOPLE AROUND HERE THAT ARE FED UP WITH THESE "PEOPLE" THAT JUST FEEL LIKE IT IS OK TO MESS WITH CHILDREN.. IS THAT THE MILITARY IS GOING AFTER HIM NEXT, AND HE WONT GET OFF SO EASY WITH THEM!!

His military career is a wrap. I think the military is going to go after him. Not sure on that though, but what is certain is that it's a wrap for him.

hey, yes indeed blondie his picture is not on here , rembember the 16 0r 15 year old a while back for this same thing he was all over the paper with his picture he must know someone with the "star news"

You better believe the military will do all it can to PROTECT him in the long run, and themselves and their image...I've seen and heard of a case like this before, he may lose his rank in the military, but i think thats about as far as it will go...I would name a name but then this would be deleted, but the other guy is from CC and he is listed on the sex offender list, the girl was 14, he was over 30 at the time. he did NO time in jail.( thanks to the army)

I'm not sure if I'm right or wrong, but, in the case of child abuse, the picture can only be released after the guilty verdict is rendered, otherwise, the suspect (if not guilty) is 'publicly quilty' and treated as such. Once the party is found guilty and sentenced, then his/her picture is placed on the list. I may be wrong, but, I think that is the way it works. Now, with that said, I feel reasonably sure that the city/county/state has a good case and will proceed as law dictates, but, if the case is 100% set-in-stone, then, I feel that the bond would be higher. Therefore, there is an 'if or maybe' somewhere. I know that some people have been found guilty and were not, and some have gone free, yet, were guilty, so, in this case, I hope the evidence is sound, as, the military will interfer and try to protect their image. Things like this took place in Viet Nam and soldiers were not tried, some guilty-some not, and today rape is happening in Iraq and Afghan, but, not reported and not tried in court. So, I feel that both sides of this should be
thouroughly investigated, beyond any doubt, since this
man's life lies in the balance, and if found guilty, suffers all he is due in prison. As to the drug problem, most of our city/county bust lately involve children at the 'cook house' and should have the high bonds set for the accussed. As for the man in question in this matter, the military will seperate him one way or another, no matter the court out-come.

Ivarr: while I agree w/quik-kill, we don't know if the suspect is quilty...if there was no question, say, you walked up on this situation, she was on her knees, hands in plain sight, no force shown, his hands up on his head, then she sees you, jumps up, cries rape, he just stands there with his hands over his head and says the obvious, you arrest him, take her home...this is the situation we see so many times and maybe/maybe not/ might not, but, it happens...how do you handle this?...not by a .38...if you want to look kool...2 22cal behind the ear...if you want to look really kool...don't answer emails like this, you make us (AL people) look so backward and dumb after the week we have had killing people...national news looks for reasons to make us look bad...you don't need to...oh, and, just for good measure, a 357 Mag only takes 1 shot, no matter where...take my word...

This is so sad. I know what they need because you can send them to prison and they get out and 90% of them do it again. I can use the word about what to do but I think I can say cut their dingle berries off. Make them from a rooster to a hen. I have listen to the news and people look at the kids that are coming up missing and then here in Alabama the killing going on. I was reading about one in Priceville,Ala (have never heard of it before) kill his ex-wife and 16yr. daughter and then his sister and her 11 yr old son. Burned down his house and truck and kill his self. I love kids and I am glad that I don't have any little one's cause I couldn't ever let them out of my sight. It is so sad and now days like one of my email buddies sent me a clipping about you better watch out who you P----S of it be family or friend or barely know someone. She lives in Colorado and she sent the clipping where a report was talking about that. It is so sad but our D.A. Greg can only do as much as the law will allow him. I am sure knowing him he would have done more but Greg has to do what the law says do. But you are right.

In my opinion people who do things like this should not be walking the streets so they can do it to another child.. I mean all the cops what if HE had done it to your child would you be letting him walk the streets.. NO I DON'T THINK SO. so why let them walk the streets after doing it to somebody else's child.. they have no right to live. they have no right to function in society.. to me they all need the death penalty.. a poor innocent child was taken advantage of and didn't even know what was happening to her.. To me the charges he has going on him aren't enough.. and it should be plastered every where in stores on light poles his picture should be every where so people know he is nothing in society he is just a CHILD MOLESTER. people who do those things have no right in any kind of society,,, by letting him walk the streets you are putting ever child in the area at risk of being his next VICTIM.. its like the police are letting him walk free.. granted yes he is going to trial but he should not be allowed in public.. by letting him function in the normal world. he is given the chance to pick out of all the children in covington county.. And doesn't he have a child himself if he did it to one did he do it to his own???? what about all of the kids he went to school with did he take advantage of some innocent little child he knew from when he was in school??? and as for the navy i hope they charge him with everything they can think of because the men and women in the armed forces are suppose to be roll models for the youth of America.. and this is not something any child should have as a roll model.. He should get a dishonorable discharge from the navy. He has no right to defend our freedom when he took some one else's freedom from them and they couldn't even defend there self.. that is not the kind of person i want to fight for the freedom of my country.. people like him put our troops to shame.. people like him are what make parents scared to let their children go to the park.. play out side, hang out with friends.. strictly because they are their child will be some sick phyco perverts next victim.. we live in AMERICA.. No one should have to live in fear that something so terrible and immoral could happen to them or their child.. He signed on the dotted line on a government form to defend and serve our country.. He took a sworn oath to protect america.. is takeing advantage of a little child protecting us no its not... i feel so sorry for the child that he did this to.. so young,.. i mean seriously there are plenty of girls of age what kind of sick person goes after a CHILD!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
HE SHOULD BE SENTENCED TO THE DEATH PENALTY.. AND LETHAL INJECTION ASAP... PEOPLE LIKE THIS HAVE NO!!!!RIGHT TO LIVE

There are some really sick people in this world! Why don't these people go find someone their own age to mess up! Don't worry, he will get what's coming to him once he is in prison! May God have mercy on his soul because he is certainly going to need it once he enters the pen! My heart goes out to the parents of this poor, innocent child.
