Bill could cause power rates to escalate

The South would be disproportionately punished by an energy bill being considered by Congress, Partnership for Affordable Clean Energy (PACE) executive director Lance Brown said at a meeting at Andalusia City Hall on Tuesday evening.
The Waxman-Markey Bill, commonly referred to as “cap-and-trade,” has already passed the House and could come up for a vote in the Senate later this year. The bill would limit the amount of carbon dioxide emissions that a power plant can produce, and require 20 percent of all energy be produced from renewable resources. It would also establish a “carbon credit” system, where producers that emit less carbon dioxide (such as solar and wind-powered plants) could sell their credits to producers that emit more carbon dioxide (such as coal-powered plants).
PACE, a non-partisan coalition and 501(c)(4) organization, believes that such a bill would cause energy costs to skyrocket across the U.S., and especially in the South, where there is a larger number of coal-powered plants.
Alan Thrash, vice president of operations at Covington Electric Cooperative, said it is estimated that Alabama residents’ power bills could increase anywhere from 6.2 percent to 38 percent, depending on the cost of the credits energy producers would need to purchase.
“These are just estimates that have been given to us, but it’s concerning,” he said. “We must find a solution that treats customers fairly and works in the long term.”
Brown said the bill is unfair because it does not count hydroelectric power — very common in Alabama and the South — as a renewable resource. He also explained that solar power and wind power simply won’t work in Alabama, because the state does not have enough cloudless days for solar power nor the high elevation for wind power.
“It makes no sense not to include hydro power in the bill,” he said. “We believe this is not a bill about energy policy, but about economic policy. It’s about leveling the playing field so other parts of the country can compete with the low power rates we have in the South.”
Brown further stated that the bill would actually have the greatest impact on the lower class.
“Everyone’s utility rates will go up, but the poorest will be hit the hardest,” he said. “You could see some wage earners putting as much as 20 percent of their income toward energy costs.”
Brown said health care would be the top issue in Washington when Congress returns from recess, but the cap-and-trade bill would be next in line for debate. He urged citizens to contact U.S. senators and tell them to vote against the bill.

I have a small shop. Power bill is normally about 35.00 a month. When I received the August bill, it was 100.00. I have not been in the shop all summer, so this bill didn't even cover the cost of running any electrical tools. Can't even imagine what will happen when they pass the cap and tax bill. Don't these idiots realize that carbon is a natural element that plants take in? We are not fooled by this either!

The article didn't even mention the South's nuclear power industry that emits no carbon dioxide. It seems like a skewed article intended to generate fear and support for a political position.
Are any of you old enough to remember the voices saying we couldn't afford clean air and water?
As citizens we deserve to be exposed to ALL of the important FACTS before being encouraged to throw our support in one direction or another. I would encourage you to obtain all the facts before you act on this article.

Before COvington Elec. or the city of Andalusia raise their rates the company they buy electricty from ( POWER SOUTH) use NATURAL GAS not COAL to generate electricty

Escalate? A new energy bill? Then what caused this past months increase? I think our forefathers would be appalled at how "government" has taken control over everything. I learned in school that the reason for settling in this new land was to get out from under the controls of an overbearing government. What have we become? When are we going to stand up for ourselves?
Another thought....does Andalusia or Covington county residents have a choice for chosing an electric company? No, they do not, no competition...then why at the top of this page is there an advertisement for PowerSouth, they don't need to advertise, we will use them whether we like it or not. I'm always shocked at how much money is spent on advertising, when there is nothing to advertise...and I won't even get started on the donations....and yes I'm aware that this is considered community support...and it is greatly appreciated....but have you ever thought about the fact that "community support" increases what you pay. We have become so compliant, just accepting what we are told as truth, never questioning, never standing up for ourselves.....

I live alone, cook with gas but my light bill is between $240 - $280.00 to me this is unbelieveable. I'm not sure, but probly most people already pay 1/3 or more of their take home pay per month on light bill.If someone could find a use for Nuclear waste this would be the way to go. I'm sure someday soon Nuclear Power will be all we have everything else will be obsolete. The Power Companies need to look around within the company and see where they can cut unnessasry whatever.

winkie, check your hot water heater, those things can run even while your asleep and cost you waste and money, & cool a smaller area since you live alone, your entire bill even with the taxes and add ons shouldn't be but a third of that, and thats living comfortably.

winkie, also check the seals around your doors and windows. Air leaking from those can make a big difference. When I first moved into my house there was a gap between the front door and it's frame that I didn't notice. When I finally found it and fixed it my bill went down about $25 per month during the seasons I use my central heat and air.
Another thing you can do is unplug electronics when not in use, including things like TVs. LCD and Plasma TVs tend to leech a lot of power even when switched off so unplugging them can save you $10-20 per month. A lot of other appliances are in the same boat.
There is a device called a Smart Power Strip which you can buy for $20-30 that detects when your devices attached to it are switched off and cuts off their power supply to prevent this leeching. It's more convenient than having to reach down and unplug them yourself.
If you look into a few small things like that you may find you can reduce your bill quite a bit.

We got our light bill this month and it was 100.00 more than it has ever been I ask some of my friends and they said that theres went up too. It is like livefortoday said the goverment tell us what we have to do we have to pay it and they know it . I think they are just trying to put more money in there pocket . it,s like my parents used to tell us the rich keep getting richer and the poor keep getting poorer what extra you make at a job goes for lights and water garbage and if you have cable that is another ....I think that these big power company are just out for more money in the CEO pocket...

I am young, soon to be newlywed, and a mother and never had much bills to worry about till this past year. I never understood what my parents were talking about or why my stepfather watched the news religiously finding out about new policies and bills that were being passed in the government. Maybe I'm just dumb to everything but I'm like many of you, if there are just more changes to come, then what did these recent changes help? All it did for my fiance and me is take more money out of our pockets. Before it got hot, and before this last increase, we adjusted our AC and tried to be more conservative and we had the lowest bill ever at his house: $181. I just got ours today for this past month and it is $378! I understand there is AC being used more but it's sad when we wonder which bill are gonna be paid on time depending on how much more our electric bill will be for the upcoming month. Everyone (in politics) says this bill will help or this act will make it better and I still see nothing after all this time!

gasman, You are flat wrong in your blog where you state that PowerSouth does not use coal to generate electricity, rather, you say it uses natural gas. 80% of PowerSouth's generation is coal fired. Besides that, natural gas is a CO2 emitter as well and will be covered by this proposed federal legislation. If this cap and trade legislation is passed into law, we in the southeast can expect a 20-50% increase in our electric rates.
This is a serious matter for us, and you should know what you are talking about before you spout off on this site. Some folks may take what you write here as factual, and a mis-statement of facts is different from a statement of opinion. You are intitled to hold and espouse whatever your opinion may be, but when you state something as fact you owe it to others to make sure that the facts you state are correct.

1) The article fails to mention using nuclear power as a no carbon generation source.
2) realtrucker - Your rates probably went up this month because of the new way Covington Electric started billing. The new billing, although not badly unfair, certainly impacts the poor more than the wealthy.
3) The effect of the bill to reduce USA carbon emissions will only impact the poor more if the retail power providers charge a disproportionate share of the cost to the poor. It is up to the retail providers. i.e. Covington Electric.
4) Decide if we as a nation are going to reduce carbon dioxide emissions or not. The issue should have been dealt with 8 years ago but the do nothing except make the rich richer administration failed to come up with any plan to reduce carbon dioxide. I applaud this administration and congress for creating a plan. Will it cost us, yes; is it the right thing to do, yes.
5) Call your senators and urge them to produce an alternative plan that will work as well if they don't like this one. PACE should offer an alternation plan and not just complain about this one.

Several years ago I called the power company and they sent a man out to check why my bill was so high, but he could not find anything wrong. I even take the batteries out of the remotes when I'm not useing the radio and TV. There is nothing wrong acording to the power company.

I don't blame Obama, I do blame the greed that has consumed this nation and the fact that businesses no longer operate for the people, only the money. Covington Electric is no different. Would it be possible to do a lights out? Everyone attempts to hit gas companies by not buying fuel on a certain day, but this doesn't really work because the fuel you didn't buy that day, you'll still buy the next. Power companies are different, a day you don't use power is a day lost forever.

Hold on to your power bill and try not to get too upset when I tell you that there is nothing short about what Ed Short is paid to run Covington Electric - $$212,000 plus another $17,000 to sit on the board of Powersouth (formerly AEC). His No.2 man, Alan Thrash, who used to be Human resources manager and is now Director of Operations )go figure) rakes in $124,000. Gary Smith the flunky lawyer turned President and CEO is raking in $595,000 a year. These figures are from the 2007 tax returns (available online as they operate as nonprofits) from these two coops. Ed is believed to be making additional pay from their subsidiary Covington Rural Services which owns Alaweb Pioneer and several other enterprises that they don't want to talk about. Gary could also be turning a few extra dollars from some of Powersouth's subs like Cooperative Gas. Also our illustrious mayor also serves as the highly paid lawyer for Covington Electric and is subsidiaries. Earl is also chairman of the Andalusia Utility Board which competes with Covington Electric that he also gives legal advice to.

You'll see the following breakdown of PowerSouth's expenses:
Costs and Expenses:
Fuel: 32%
Purchased Power: 35%
Interest: 8%
Transmission and Distribution: 5%
Administrative and General: 3%
Depreciation: 7%
Other Production: 10%
Notice that fuel and purchased power make up 67% of the total budget and that administrative and general costs are only 3%. You can be upset about salaries all you want, but it's a drop in the bucket compared to costs to generate and provide power to the member coops like CEC. If cap and trade passes, power production costs will go up and rates will go up.
As to nuclear. Nuclear is not included in the current bill as being a "clean" energy so that doesn't count towards your renewable percentage. Amazingly enough, Hydro doesn't count either. Go figure. It should also be noted that the expense of building a new nuclear plant and the process to get one actually permitted and built takes years. If congress really wanted to cut down carbon emissions and not impact power bills, they could work to streamline the permitting process for nuclear plants.
Also, if you read through some of PowerSouth's press releases, you'll notice that they are taking steps to acquire renewable, green sources of power.

Everybody, if you would just slow down and look at what is happening, you will see that those who are bashing power companies are playing right into the liberal hands. That's what they do. They get us arguing and fighting among ourselves, and while we aren't looking, they pass what they want to pass. It is in Power South's interest, just like it is the Southern Company or any other energy producing company, to keep rates as low as possible. There is nothing about carbon credits, that makes one ounce of sense. Carbon credits, is just another word for, tax increases. Do you believe for one second, that if government believed, we were destroying the planet, that they would allow someone to do more polluting, simply by buying more carbon credits. The very idea, is insane! If carbon was that big of a problem, they would just try to force all carbon creating sources out of business, or off the road. These left wing liberal wackos have stopped the building of any new power plants and oil refineries for years, and if we let them push all these green initiatives through congress, we will all have to cut off our air conditioners, heat pumps, and park our cars, because they, the government, will force our power bills, as well as gasoline prices through the roof, from the fines they will levy on all those who can't comply, with their impossible demands. Just remember, when you see us arguing among ourselves, you had better take a look, at what's really taking place in the background, and every piece of legislation they sneak through, is destroying mine, yours and your families freedoms.

rgodwin is correct. Obama stated to the San Francisco Chronicle in Jan 08 that if he were president he would put in place a cap and trade system that would bankrupt any new coal powered plants. Now, this thread isn't about new construction but Obama wants billions of dollars (his words) to invest in development of alternative energy sources. If no new coal powdered plants are built, where will the billions come from? Exactly where rgodwin says the money will come from. Forcing the polluters to pay for carbon credits (again from Obama's lips) will push electricity and fuel costs higher and higher.
Here is a question for some of you land owners in Covington County. How will you like it when the feds, using eminent domain, take your land to build wind mills? Do you want to look out the windows of your home and see giant windmills? Well, Ted Kennedy didn't. He is more than happy to impose alternatives on others just as long as his view of Cape Cod sound isn't changed. Typical liberal. Good for thee, but not for me.

We do more than any nation on earth, to try to protect the environment, and most nations don't even care. We as Americans do care, but crooked politicians really don't, other than they can use it as an issue to take more of our hard earned tax dollars. Just look at what Al Gore's power bills run and tell me this man either cares or believes in global warming or cares about his so called, carbon footprint.

Last August alone, Gore burned through 22,619 kWh—guzzling more than twice the electricity in one month than an average American family uses in an entire year. As a result of his energy consumption, Gore’s average monthly electric bill topped $1,359.
Since the release of An Inconvenient Truth, Gore’s energy consumption has increased from an average of 16,200 kWh per month in 2005, to 18,400 kWh per month in 2006.
Gore’s extravagant energy use does not stop at his electric bill. Natural gas bills for Gore’s mansion and guest house averaged $1,080 per month last year. In total, Gore paid nearly $30,000 in combined electricity and natural gas bills for his Nashville estate in 2006.
These people are the scum of the earth, and use gullible people to further a cause, that they themselves, don't even believe. Follow the money!

I do appreciate CEC and they have always been there when we needed them but everytime, especially this month, when I look at my bill and I look around to see where I can cut down on usage, because I've nothing left to turn off, unless I just switch everything down. Something is wrong is all I can say.

realist: Mr. Brock, founder of Media Matters is a progressive left winger, whose sole purpose and agenda is to discredit conservatives. His "facts" are more or less his opinions. If I want information, I will go to a site that gives both sides, so I can make up my mind. Andrew Sullivan from The Atlantic, refers to Wikipedia as his book of reference. Again, Wikipedia is a left slanted site. If you disagree that Wikipedia is slanted to the left, type in any Republican that has held office, read the bio, then type in a Democratic counterpart; you will see exactly what I am talking about. The bio of the democrat will be much more favorable. I do not watch or listen to Rush Limbaugh, I have only known for one year that Sarah Palin is on planet earth. Their words are their opinions. Their words do not make policy that will affect our lives and our children and grandchildren for generations. Neither Palin nor Limbaugh are in power and their opinions are just that...opinions. However, I do respect them for their willingness to step out of their comfort zone and take a lot of flack for expressing their opinions! Obama, Pelosi, Frank, Dodd, Reid, Inc. are totally detrimental to the well being of America. Their lies, innuendos and half truths are what we must keep an eye on because they DO make policy!

1. Cap and Trade is going to crush America if it becomes law. If we are told that our energy bills could increase by 38%, go ahead and figure 40-45%. Numbers are NEVER actually low balled if the gov't is in the mix.
2. Hell-Care as proposed by the Obama Group is going to turn America up-side down!
3. Gitmo terrorists are a threat to our safety if they are brought onto American soil. Think of the city where they may be housed. Can you imagine how the demographics in that city will change? Comrades and relatives flocking there for Sunday visits.......oh mercy!
We all need to keep our eyes focused on what Obama is doing. We can't get side tracked on local issues at this time. There is so much at stake at the national level.

Let us remember, dear friends, that Al Gore as a young student, was groomed in Britain to be President of the United States. How do we know this? His father, Senator Gore from Tenn., and his infamous friend, Armand Hammer, decided young Gore's place in history!
Armand Hammer was in extremely close relationship with Krushchev - even to having a RED PHONE line to Moscow! Read it! It's in Hammer's autobiography.
