The Star-News on Wednesday published a letter to the editor about a church program at W. S. Harlan. County BOE attorney Allen Woodard said Wednesday that the property utilized for the program is not school property, but public right-of-way.

The program also uses its own generator for power.

Students do not participate during the school day.
