Isn’t this elder abuse by Medicare?

Recently, I received a letter from Medicare saying that they had overpaid my benefits for October, November and December of 2011 and took and deducted three payments from my February check leaving me with no money for food, medicine, etc. I am 81, diabetic and with no money for food, medicine, etc. I am 81, diabetic and with other health problems. If they pay monthly, why not deduct the over payments monthly? If this isn’t elderly abuse, what would you call it? Where are you DHR? Why not charge Medicare with elderly abuse?
