Holt woman charged for placing toddler in road

A Holt, Fla., woman was arrested Thursday by the Okaloosa County Sheriff’s Office after she allegedly placed a 16-month old child in a roadway while she confronted a homeowner on Haybarn Road.

Law enforcement officials say 28-year-old Carrie Richburg then walked away and left the toddler after he made his way into a nearby dog kennel.

Deputies responded to the address around 4:30 p.m., after a woman called to say Richburg was there making threats.

Deputies reported that Richburg appeared to be under the influence of a controlled substance and was cursing in a loud voice at unseen persons in trees.

They learned when Richburg arrived outside the home, she allegedly placed a 16-month-old in the southbound lane of traffic.

The child crawled or walked approximately 100 feet to the inside of a dog kennel.

Witnesses told deputies that she told Richburg to get the child but she refused and walked down the road.

She was charged with child neglect without great harm and disorderly conduct.

When deputies arrived and found the child, the toddler was wearing only a diaper and had ants crawling on his bare skin, and had been bitten several times.

Authorities say Richburg said she was not aware the child was in the dog kennel or that it was bitten.
