‘Unorganized Colin’ dumps rains on Florida

Tropical Storm Colin is expected to continue dumping heavy rain on Florida and south Georgia before moving along the coastal Carolinas.
By Wednesday afternoon, forecasters said, the storm will be in the Atlantic Ocean.
Florida Gov. Rick Scott declared a state of emergency early Monday as Colin neared the Big Bend area of Florida, the National Hurricane Center said. That region includes Florida Panhandle counties east of the Apalachicola River.
“It’s a highly disorganized storm, primarily a rainmaker,” CNN senior meteorologist Taylor Ward said.
Loast night, Colin was packing maximum sustained winds of 50 mph and moving north-northeast at 23 mph.
It is the third-named storm of 2016. Hurricane season began June 1.
