Congressional District 1 is comprised of all or part of nine Alabama counties: Baldwin, Coffee, Covington, Dale, Escambia, Geneva, Henry, Houston, and Mobile.

Holmes, a native and resident of Mobile, completed a 22 plus year career of leadership and public service in Alabama state government in 2001, serving twice in the Office of Governor Fob James.

In 2014 he retired from The Arc of Alabama after a 13-year career as a leader and advocate for people with intellectual and developmental disabilities and their families at the local, state and federal levels. In November 2019, Holmes organized The Arc of Mobile County, Inc., a local advocacy organization for people with intellectual and developmental disabilities and their families in Mobile County, and currently serves as Board President. An Eagle Scout and longtime Scout leader, he currently serves as a Troop Committee member and treasurer for BSA Troop 3 in Mobile. He is also a member of the Cottage Hill Civitan Club and Alabama Arise.

Holmes is a Christian and worships at Trinity Episcopal Church, where he serves as lector and lay eucharistic minister. In 2023 he was licensed as a lay preacher in the Episcopal Diocese of the Central Gulf Coast. A product of the Mobile County Public Schools, he is a graduate of Murphy High School, Mobile College (now University of Mobile), and Jacksonville State University (Alabama).  He also completed additional graduate study in public administration at Auburn University.

“I believe it is time for new leadership in the United States House of Representatives. On my honor, I will do my best to do my duty to God and my country,” Holmes said. “I will fight for working families, equal opportunities, and justice for all. Using my leadership and people skills, I will listen to all constituents and will work to make our federal government be more responsive to their needs. I will work with Alabama Congressional delegation members to identify issues and problems in our federal government facing Alabama families and build consensus in developing and implementing solutions.”

Holmes feels that Congressmen should work together across the state.

“I believe that members of the Alabama Congressional delegation can work together across party lines and other barriers to develop solutions and to resolve our state and national problems in the best public interest and for the common good. I believe that I can fully represent the interests of all citizens of House of Representatives District 1. I intend to conduct an open and honest campaign for this office and ask all citizens of House District 1 to join in supporting me,” he said.

He seeks support from the public in three ways.

“I ask for you to pray for me, my campaign, our state and our country; prepare to vote for me and ask your family and friends to do the same; support my campaign by displaying campaign materials such as signs, volunteering during the campaign, making personal campaign donations of any amount; and asking other supporters to do the same. I look forward to an active, positive campaign,” Holmes said.
